Booking confirmation and payment process

A provisional place is held on our course or services upon completing the booking form. Course fees must be paid in advance of attending our courses. Once the purchase has been confirmed, the purchaser is liable to pay the full fee. A delegates’ attendance is only confirmed on the course once full payment has been received.

Payment can be made via an invoice or our online booking system with the use of:

Fees

Fees vary based on course duration and seniority. Pricing is outlined on the website or via an enquiry with our customer service team. All courses and services are subject to VAT at the current UK rate. Course fees include all relevant materials and access to the online platform or in-person training venue.

Value Added Tax Payments

The Centre provides training and consultancy to foreign government officials seeking to strengthen governance mechanisms and improve policy outcomes in the furtherance of sovereign activity. In registering for a training course as a foreign government official, you certify that you are receiving this training in furtherance of your sovereign activity by strengthening governance systems and/or improving policy outcomes.

A zero rate of Value Added Tax (0% VAT) is available for ‘Non-UK public servants or overseas government officials for the furtherance of its sovereign activities (that isn’t for business purposes)’ under ‘VAT Notice 48: Extra Statutory Concessions‘ section 3.17.

UK customers and non-UK registrants from non-government or public sector organisations are subject to VAT charged at 20%, for all services provided.

Payment terms

Courses and services must be paid in full before the commencement date. If a booked delegate fails to pay or verify the payment of an invoice before a course commencement date, they will not be given access to the training course but will still be liable to make the full payment of the course. Cancellation of your booking

Cancellation liability applies to all bookings once booking confirmation is received by ICGP. If you notify the customer service team 30 days in advance of the course commencement date, you will not be liable of any cancellation fee. If your cancellation notice is 29 days or less and payment has not been finalised, you will still be liable to make the full payment of the course fee. If payment has been made in full, no refund will be provided. Failure to attend an event is treated as a late cancellation and no refund will be provided.

Provided the total fee is paid, booked delegates who can no longer attend the training can provide a substitute delegate to attend in their place (see ‘Substitute delegates’ below).

Substitute delegates

Provided payment for your attendance has been made in full, you will be able to transfer your attendance on the course to a substitute delegate free of charge. If the substitute fails to attend in your place, the absence is treated as a late cancellation and no refund will be provided.

In exceptional circumstances, if a booked delegate can no longer attend and cannot provide a substitute delegate to attend in their place, ICGP will consider a full credit to be issued to the delegate to attend a future training.

Cancellation by ICGP

In rare circumstances, it may be necessary for the Centre to change the programme, trainer or final details without prior notice. We will endeavour to inform all participants as soon as possible, if any circumstance should occur. Cancellation of courses will only happen due to extenuating circumstances and, in such an instance, you will be offered a place on the same course on another date. If this is not possible, we will credit you to attend another course of your choice. The International Centre for Governance and Policy shall not accept liability for any consequential loss and shall not bare responsibility to reimburse any other costs that may be incurred, including transport or accommodation costs.

Intellectual Property

All intellectual property rights, including copyright, patents, design rights and know-how in or relating to the course or course materials provided, or made available in connection with the course, remain the sole property of the International Centre for Governance and Policy or its licensors and no copies of course materials may be made unless expressly agreed in writing by the Centre.

Force Majeure

In the unlikely incident that a course or service is cancelled due to extreme occurrences such as war, fire, strike lock-out, industrial action, tempest, accident, civil disturbance or any other cause whatsoever beyond their control, the International Centre for Governance and Policy shall not be liable to refund fees or any other penalty.
